unknown tearing

idk how to explain it but like its screen tearing that happens above my cursor and when i move my cursor up the screen tearing tries to stay above my cursor. i already tried turning on vsync (ps: it doesn't just happen on games) and it lasts a random intervcal (i think it lasted a minute one...
