what gpu

I have a rx 580 at the moment and I have $280 to drop on a gpu. I’m thinking about getting a gtx 1660 ti but I was wondering if there’s a better gpu I could get for $280?

i have a corsair air 540 case.i am going to use 3x120mm at front as intake 1 corsair air series AF140 at back as exhaust.will use the nazxt kraken x61 in push/pull configuration at top.i will use corsair sp 2x140mm as push but what should be the other two(which will be used as pull)??the fans...
