Now, the Ryzen build is the only one of the 3 that doesn't cover all your requirements, because Ryzen 3000 has no serious overclocking headroom; they're literally OC'd out of the box already, and half-assed manual OC's can actually make performance worse.
But you have enough budget headroom thanks to it's lower power use to accommodate the awesome RTX 2080Ti...

I'm liking this 9900KS build the most currently. As someone that only uses his System for Games and Watching YouTube/Twitch would this be a worthwhile purchase over a Ryzen build?

If thats your only workload, then there is no beating the 9900ks in games currently. Although even a lesser chip can do the trick, the faster clocks and additional cores will last you a long long time than other CPUs.

Price to performance I think the 2080 Super is a better buy over the ti version and would put @Hellfire13 Intel build under your budget.

Since you're gaming @ 1440p you're going to be GPU bound and your CPU isn't going to matter much as it otherwise would @ 1080p where intel has the largest advantages. I would consider going for an AMD cpu like the 3700x, saving over £200 vs the 9900KS and upgrading to a ryzen 4000 chip likely to release later in the year if you want more cpu power. I wonder what the other guys make of that suggestion as they probably have more experience than I do but I've been reading a lot lately as I'm in the market myself wondering whether to pull the trigger.

I chose the AMD route with the x570. Upgrade path.
