With the latest ccc settings i heard that the 7870 outperforms the 660. Is it good to get that?

It can be, but it only beats the 660 gtx non-it, what i put on the list is the 660ti, and like i said there's also the 7950 XFX for that price if you want to, it comes with 3 games free.
But the 7870 is also a good card.

Im short of cash at the moment, is it worth saving up till the new gpus come out? (8850 and 8870)

I don't know what's your current gpu, if you save a bit yes and wait for new gpus if you don't have a gpu, get a 660 gtx or 7850 if you like for saving a bit and you'll still get good performance for your resolution :
