Question İs it worth upgrading my i5 3570 to i3 8100

The two best upgrades you can do in this situation is make sure you are running minimum 2x8GB or 4x4GB DDR3 1600 and buy a used i7-2600/3770 (K model if you have a z series board). The extra CPU threads will make newer games that use more threads run smoother with less or no stutter. If you look on ebay you might be able to grab 2x8GB DDR2400 for $60-80 and that will improve fps in some games, but an i7 would be a better upgrade for the money.

You would be better off saving all your money to build or buy a new system with a Ryzen 5 3600 and 2x8GB DDR4 3200. Skip over the 6 core 6 thread CPUs as those will suffer in the future like 4c4t (i5-3570) CPUs do now.

Do you think 2nd hand cpus are reliable? I was planning on getting the i7 3770 2nd hand. And what do you think about ryzen 5 2600

AMD cpus can be more suspect because the pins are on the CPU, but Intel CPUs are usually a safer bet because the pins are on the motherboard. I bought my i7-2600k used in 2012 for $250 when it was still $340 new and It's been going fine oc'ed for the last 7 years. If you can find an i7-2600 or 3770 for under $90 new in box, you are far less likely to have issues. The 2600k and 3770k have pretty low used prices now though because they're nearly 9 and 8 years old, so those would be a better choice so you can overclock if you have a Z77 motherboard.

If your motherboard is compatible, there are E3 xeons, v2 series 1230 or higher, that are equivalent to an i7, that could also be an inexpensive option. They are basically an i7 without the IGP, with the exception of those ending in a 5 instead of a 0. Those ending in 5, have IGP still.
