Simple question, is my gaming laptop throttling?
CPU: Ryzen 7 5800H
GPU: RTX 3060 115+15W with DB
RAM: 16+16 3200 MHZ CL22
WİN11

As the temperature increases, the GPU power decreases from 129W to 95W . Isn't that GPU throttling?

you cant call that throttling, your gpu has base clock 1387 MHz, anything higher than that is called boost, boost will work as long power and thermals will allow
if clocks goes below 1387MHz, than gpu would be throttling
