​8400GS-1GD3-SL in a dell optiplex 755

I purchased a Dell Optiplex 755 midi tower with Windows 7 Professional and have tried to install my video card. (​8400GS-1GD3-SL) I know the card works because it came out of a working system, but when I install it and load the drivers, all I get is the Windows splash screen with no icons. Anyone have any ideas about this.

What do you mean by windows splash screen? Is it your background but without any icon?
Try moving your mouse in all four corners, if it appears, it means your Integrated GPU is outputting a "main" monitor signal.
You can then try to disable the IGPU.
