€100 computer upgrade or not?

My friend wants to upgrade his computer and he has €100 to spend.

His current build is-
AMD Athlon II X2 215
GeForce 6600
3 GBs or RAM
300W.

I'm not sure what to upgrade first or to upgrade at all. €100 isn't much to go off of since he needs to pay a good some for shipping as well. Should I tell him to wait or what should I upgrade?

It's better to buy a phone for that money, or wait till he gets more.
