Question │3700x bent pins│DRAM and CPU debug LED on (no POST) ?

MOBO: b550 Asrock Phantom Gaming 4 3rd gen ready out of box. (It had the same issues trying to post with a ryzen 5 5600x but I think that is because of a incompatible BIOS)
CPU: Ryzen 7 3700x (I can't really troubleshoot because I don't have a cpu cooler for the CPU. So I can't keep it on long enough to see if it posts. The CPU is getting Hot so it is getting power)
RAM: GSkill Ripjaws 8gb (I have tried every slot)
GPU: MSI 1650 Low Profile (works in another build)

There are several models with same designation but for Intel as well as AMD with different chipsets which you didn't provide.
Most MBs will not let it POST without cooler and it's fan connected. If it did, it would be in real danger of burning out. Don't do that even for short time. CPU gets full voltage and power when started and only after the POST bios can regulate them. PS: if it's with 300 series chipset, there is no guarantee of proper BIOS even if it says "3000 ready". Emphasis on "Ready", in this context that usually means "maybe" or "hopefully but not sure".

sorry, kinda new to this <Mod Edit>... I guess ill see if the CPU cooler will let it post.
