Question 0.79Ghz amd e2-9000e how to fix it.??

my cpu stay at 0.79Ghz speed When I am browsing or playing light games, the device lowers the processor speed to 0.79GHz and after a long time it returns to its speed. I tried all the solutions to address it and it didn't work.
Note: The temperature reaches 65°C and then decreases to 45/50°C
CPU: AMD E2-9000e RADEON R2, 4 CORES 2C + 2G computing
GPU: AMD Radeon (TM) R2 Graphics
RAM: 4GB

I have re-downloaded Windows from new and it broadcasts its latest updates and definitions, but the problem still appears again

its not a new problem - https://forums.tomshardware.com/threads/laptop-cpu-keeps-going-down-to-800-mhz.3346580/ but that doesn't offer a fix.

it has to be a bios setting if reinstalling windows doesn't change anything

This could be sensor related. Can you confirm that the fan (the one that cools the CPU) is actually turning?

Using an app like Speccy or Hwmonitor, you can determine CPU fan speed. What is yours turning at?

Understood. Didn't see fan speed in any of those posts/responses. If there, my bad.

Answer to puzzle:

The drop off in performance you indicate suggests the issue is overheating even though the case doesn't seem hot. I can see from the Maintenance and Service Guide that there is a specific heatsink for the 6W TDP dual core systems like yours, which appear to be passively cooled (i.e. no fan). It may well be that after half an hour or so of high load, the heatsink gets to a temperature where the system performance throttles because of heat.

Bignasty was onto something but we wouldn't have found a fan speed for cpu.
