Question 0% CPU usage in game? Pls help!

Please take note, this is my first time posting on a forum so bare with me please.

Hey guys, I’m pretty new to pc building (but not new to pc). Right now I’m rocking with:
Externals:
Monitor 1: Samsung 240hz 1080p 27” curved
Monitor 2: some unknown Asus 144hz
Desk: Vitnesse 55” “L Shaped” Gaming Desk
Chair: DXRacer Racing Red
Mouse: Logitech G Pro Wireless
Keyboard: Anne Pro 2 Wireless 60% (CherryMXRed)
Headset: Logitech GPro X Wireless headset

Case: NZXT H710
Motherboard: ROG Strix Str4 x399-e
CPU: AMD Threadripper 2970wx
Ram: G.Skill Trident Z Royal 64 GB (4-8GB DDR4)
Cooler: Corsair iCUE H150i RGB PRO XT (360mm + 3 120mm fans)
GPU: GIGABYTE RTX 2080 Ti Gaming OC 11GB
Storage 1: SAMSUNG 970 EVO M.2 (500GB)
Storage 2: SAMSUNG 860 EVO 2.5” SATA (1 TB)
Storage 3: SAMSUNG 860 EVO 2.5” SATA (2 TB)

I have two PCs at the moment. One Digital Storm Lynx Level 2 and this one. This one is my first ever build that’s supposed to be a combination build of workstation and gaming. Now the problem is, I play Rainbow Six Siege competitively. On my Lynx, I get 40% cpu usage on about 180 FPS on practically all lows. But, on my new build I get 0% (or what it claims to be 0% usage but means it’s higher than zero just not quite 1%) with 180 FPS on all the same settings. I want to make that push up to 240 FPS, but I don’t know why R6 is using 0%. I’m about 1M% sure that a Threadripper and a 2080 Ti should out perform a i7 9700F and a 1650 but I just don’t know why I’m getting 0% usage. I’m assuming that’s where the problem begins is the usage. I’m not familiar with updating drivers (I had my Lynx for about 1.5 years (it’s my first pc) and only updated drivers for the GPU), so that could be an issue but overall I just need help. Anybody know what their doing and can help me?
