0% GPU Usage

I have been getting really low performance out of my system than what it should be putting out and on further inspection it seems my GPU has 0% power usage and that the CPU is making up for it.

Temps for GPU never goes above 57 Celsius and CPU usage is about 31% at 800MHz stays about 40 Celsius. RAM is fine and I have more than enough power, all drivers are up to date as well. The monitor is plugged into the GPU. I've selected quality over power in nvidia control panel. I've switched out GPU's and 0% power usage on both, could this be down to the motherboard as that it the only component I haven't upgraded?

I'm running out of things to try :/

GPU: Gigabyte 1060 3GB
CPU: i7 4790K
RAM: 16GB Crucial Ballistix
Mother Board: AsRock H97m pro4
PSU: Corsair cs750M

Check in Task Manager, GPU tab while you play an intensive game. Also, uninstall your Nvidia driver with Display Driver Uninstaller in safe mode and after install the latest one.
