My first build consisted of

Asus X99A
5820k
EVGA 1000w G2
16gb 2133(or 2400 - I forget exactly. It is one or the other)
980
Windows 8.1(until Windows 10 launch - then switched)
Samsung 250gb 850 series
WD 1 TB 7200 black drive
Thermaltake X9.

On April 14th, I did a windows update. It went through just fine and restarted straight to desktop with no issue. I then put the computer to sleep and went to bed. I went to get on it the next day and no luck. It refused to wake up. I did a hard shut down and tried to restart that way. I then got the 00 code. I get no display or anything. Everything powers up too.

Adding more as I do or think of them.
-no bent pins on any of the boards and cpu got reseated at least once per board.
-Cpu cooler fans spin up.
- I double checked to make sure cables were plugged in all the way.
-I then RMAed my board
-Got it back and tried again and nothing. So, I RMAed my board and cpu.
-Got them both back and nothing. RMAED both again
- I went out and bought an MSI x99a gaming 9 ack
- I went two a shop in town and had them test my ram sticks one at a time and then all together. They were fine
- I had my Psu tested through a meter at a shop. It seemed to be fine
- I did a cmos clear on both boards.
-I tried without my gpu in the slot.
- I tried with only the cpu and 24 pin and 8 pin
- I even bought a new case, just incase the mobo no longer liked the old one.

Got everything back and put everything back together and nothing.

I am in the process of rmaing my psu. Someone help me figure this confusing issue out. Both boards give the 00 code.

Solution
1| How many boards have you gone through?

2| Did you follow the below linked guide while building your PC, in case something might've been off with the motherboard standoffs?

3| Have you tried only running off your SSD(with HDD disconnected) and running off of Windows 8.1 alone? I'd highly recommend removing the CMOS battery from the motherboard for a good 15+ minutes before replacing it. If nothing is connected to the SATA ports, with your discrete GPU(since the X99 platform doesn't have an option for onboard display output) you should be able to see your BIOS screen.

4| Are your sure its 00 and not D0 since the latter indicates a CPU issue(which can come from a bent pin), page 1-27, in your motherboard...
