Question 0xc000007b error on fresh windows install

Tried literally everything on the web.

• installed the german AIO which has java and some other random <Mod Edit>
• .NET update
• windows update (FRESH INSTALL, HELLO??)
• all C++ Redist from 2008 for both 32 and 64
• considered buying a mac just so I can never ever have to touch this piece of <Mod Edit> software

The app which wont start is Sims 4.
MS Flight Sim 2020 and LoL work just fine. Havent had the chance to install anything other yet.

Try running sim as administrator. Are you using a NVIDIA gpu??

It opens as administrator by default, AMD GPU, here are the full specs:
