0xc00000e9 Error on Windows Server Install

So I have an old PC that I'm trying to install Windows Server on so I can mess around with it. There's no OS on it, so I can't get in to try anything. Plus it uses IDE HDDs. Here's my problem: For whatever reason, I'm getting a 0xc00000e9 error code when I'm installing WS.

This is the weird part. I have two motherboards, and both give the same exact problems.Blue squares in strips came across my screen. At first I thought it was the screen, but I tried two others and get the same issue. Both mobo gave me the 0xc00000e9 error code. I unplugged my IDE HDDs from both and still get the error. As of right now, the only thing plugged in is a VGA cord for the monitor and the power cord. Internally, the main ATX plug, CPU plug, CPU fan, case fan, and case components are the only other things plugged in.

Oh, last thing. I've tried Microsoft Server 2008 R2, Windows Server 2012 R2 Standard, and Windows Server 2012 R2 Datacenter Edition. All give me the same error.

Anybody have any insight to what might be going on?

The BIOS does detect the HDDs. I'm trying another IDE cable right now, and just to note I've also tried it without any IDE cable connected.

Edit: Just tried another IDE cable, that's a no-go.
Edit 2: Oh, and I've also swapped my CD/DVD drives, to no avail. I'm going to try burning the ISO to a USB stick to see if that fixes anything.
