0xc00007b still can't fix

Hello everyone,

Ok I bounced with my head on the wall since I am helpless in solving this error.
I'm trying to open Payday2 and it calls this error.
First it started with msvcr110.dll file and then I downloaded it and placed it in the SysWOW64 and System32.
After that it started calling for 0xc00007b error and I tried everything I found.
- Replacing numerous .dll files
- installing .NET framework 4.5.1
- microsoft visuals all of them
- reinstalling DirectX

then finally I found out about Dependancy Walker and tried to sniff around...
But my PC knowledge became PC lack of knowledge.

Dependancy Walker says:


Error: At least one module has an unresolved import due to a missing export function in an implicitly dependent module.
Error: Modules with different CPU types were found.
Warning: At least one module has an unresolved import due to a missing export function in a delay-load dependent module.


The profile thingie says this:

IF u trouble in enter to safe mode.. please use this methode...start -> Run->Type "msconfig" press "Enter "key> Under boot option ,select /tick safe boot option.. press Apply then ok...windows will automatically boot on safe mode...if u want to change to normal boot.. u can untick safeboot. apply and ok it...
Where did you get msvcr110.dll? It sounds like you just google searched it and downloaded from a site that seems not too shady (which is kind of shady). Anyways, ASSUMING this is a legit copy, and not trying to run any LUA scripts (which is where most people run into this problem), You can try this link for x86 Visual C++ 2013 runtime. This runtime package contains the CORRECT .dll that you will be be needing, so backtrack where you got the single .dll from, remove it, install the runtime, reboot, and retry.

I also found this while searching for others with your problem. This solution was found here on Tom's Hardware.

solution for 0xc000007b error :
it just happened when you installed 32 bit applications in 64 bit operating systems...because of DLL files problem..
to solve this problem download DLL files give below..(just search in google.com)
1.xinput1_1.dll
2.xinput1_2.dll
3.xinput1_3.dll
4.xInput1_4.dll
5.XInput9_1_0.dll

after downloading copy those files into c:\windows\SysWOW64 (if asks for replace just replace it)..
note : some files not copied because they are currently using by operating system but not a problem......just leave those files not copied..
this solution worked for 99% of Games and Applications.....
for me it worked for games like CRYSYS 2,SPLINTER CELL-BLACK LIST,RED ORCHESTRA 2-HEROS OF STALINGUARD..

ye this is a steam game.

the problem is i also tried his solution as well, i stumbled on it while i was googling and it didn't allow me to copy one file. but still...after that i wasn't be able to run the game.
and i can't enter safe mode...i dont know why but my keyboard isnt working when i'm about to press F8. its just dead, no keys work.
but i still dont think its about the .dll files...
i can play the game on my other pc i just wanna make it work on this one as well...and besides i'm always up for a good puzzle and this seems like one.
