Here it is. This is a non-overclocking build with no disks included as you wished. I still recommend an SSD for a system drive, this would help a lot. Unfortunately, I had to sacrifice an SSD to include a professional graphics card, Quadro K2000. This one makes a world of difference, no gaming card can get even close to it in your applications, it is a very specialised solution for work. Do not expect to game much on this one, though (I'm sure you don't intend to anyway, just saying).

Every CPU comes with their stock cooler, it is just that they don't mention it on pcpartpicker.

Your setup above looks good in general, however i7 does not offer (almost) any advantage in gaming as compared to i5. It is much better to get i5 4690K and put the difference into a faster graphics card. Even the motherboard could be a cheaper Z97 board than this one. You could easily get much more powerful card this way and end up with having better framerates.

For cad programs, you want an i7 class chip.

For cad work, the extra threads will be more beneficial. I chose that cooler, because it is better than stock, and to keep cost down. You will not be overclocking, with the Xeon, so a 212 is unnecessary. I chose that board in the event you wanted more GPU power, as that board supports SLI. If you do not intend to run multiple graphics cards, then go with an H97 pro4. Samsung is faster, but more expensive. I chose it on price/gb, and the fact that it is also a THG recommended SSD. The GTX 760 really doesn't make use of 4gb of ram, and the 2gb model is a good deal cheaper. Case was chosen, also to keep things in budget. Seasonic and Evga B2 series are both excellent PSU's. My build leaned towards more toward upgradeability, in the event you went with dual GPU. Again, if not going to, then the Seasonic is fine. I went with a build that had a bit more upgrade options, while staying within the budget. The Xeon is definitely my recommendation. I work for an automotive parts supplier. All of our cad machines have i7 class CPU's in them.
