Question 1-10 FPS - ASUS ROG - GTX 1660ti

I've tried everything under the sun and still cannot get this working. I have 2 gpu's in this laptop, one being the Vega 10 graphics and the other being the 1660ti. I'm tracking GPU information with GPU-Z and I've noticed when I run a game, the voltage stays the same the entire time. Any advice would help. No idea when this started occurring. Fml.
Ryzen 7 3750H
16GB 2400MHz ram

Another thing - when i run FurMark bench test it seems to operate fine.
edit: not sure if this has anything to do with it
