Some games do it worse than others but I have a good/powerful build and I keep experiencing some sort of lag every minute or so. It is as if all my mouse and keyboard have ceased to function or my fps have dropped to 0. `For instance, moving from point A to point B suddenly I have no control for a half second then suddenly I am past point B like I teleported.

Solution
You can probably exclude network issues if it happens in single player.
It is probably not game patch related because it happens with multiple games.

Problems often happen because of thermal issues, but that usually is a constant slow down, not one on a regular cycle. Still, you might check your temperatures.

Can you think of anything that happens on a one minute cycle?

At this point I am out of ideas.

ASUS Z170-A ATX Motherboard, Intel Core i7 6700K, Windows 10 Home, Gigabyte GeForce GTX 1080.
I've use 2 different keyboard/mouses. I even changed graphics cards from Strix 1070 to the Windforce. Every game I notice it.. GTA, Division, Ghost Recon, The Forest, Dying Light., whatever.

No SSD on this tower. 463 of 931 GB space used. Windows on another drive that has space as well.
