1-3Sticks of ram works and the pc boots but when all 4 sticks are put in it does not work

All of the ram slots work
The Ram is working all sticks
The mobo I am using is GIGABYTE X470 AORUS ULTRA GAMING
The ram I am using is Kingston Technology HyperX Predator Black 16GB Kit 3200MHz DDR4 CL16 DIMM XMP Desktop Memory HX432C16PB3K4/16
I also have XMP turned on it does not work with it off too
When I have one stick of ram in it shows 4 gb in geforce experience when I put in two it shows 8gb and when I put in three it shows 12 and when I put in all 4 only 8gb come up. In (geforce experience) I did the gpu stress test called unigine superposition and when it finshed it said I had 16gb of ram. And when I went to my system specs in windows it says I have 16gb of installed it says I have 14gb of virtual ram I looked up on how to fix it and it just said turn on XMP profiling but that did not work with all x4 sticks of ram if anyone knows how to fix this please let me know ASAP

In the bios, try upping the ram voltage a touch to 1.5 with two sticks installed, then add the other two
