1.4GB Ram usage idle

ok so i have been using my laptop over half a year now
the ram usage is always being at 1.4GB usage
which prevents me from playing games
yes, i have seen in a thread that says "windows takes the ram available but when application needs ram it returns it"
when i see task manager the ram is not given by windows or idk what is using that amount of resources
i use Windows 8.1 Pro 64bit

scanned my computer with avast boot-time and used reimage but cant repair using it cuz i cant buy it because im grounded and debit card is with my dad till march
reimage told me my laptop "Windows Damage Severity" being high
thats all i could say right now because i dont speak much but ask me anything

That is normal I'm using 2.04GB at idle. It takes some memory for a PC to function.

is there any way i can get the default startup options of windows 8.1? adleast?

Add 4GB more memory. You can change all the options you wish but the OS still takes memory to work.
