1 FPS on Fallout 4

A month ago my fallout4 started crashing after I hit play from the launcher, this went on for several days, after some tweaking (reinstalled graphic card driver) it stopped giving me the crash after play.
However now when I try to start a new game it drops to 1fps at character creation.
I've done everything imaginable to try and fix this issue! I was playing right up till the issue randomly started with it heavily modded and had no prior issues.

My PC Specs:
Processor: AMD FX(tm)-8320 Eight Core Processor (8CPUs) ~3.5Hz
OS - Windows 10 64Bit
Memory - 12GB
GPU- NVIDIA GeForce GTX 950
Display - 1920 X 1080 (32Bit) (60Hz)

Any help would be greatly appreciated!

but when your are in the it is working fine? Or is it still 1fps then?

Have you reinstalled the game?
Have you refreshed your driver using DDU?
Have you reinstalled Windows?

its a constant 1 fps

I have done all three

Try giving the game administrative permission by using run as administrator. Windows probably blocked some of the game processes. Do you mod the game? If you do, try removing all the mods.

I have run it as admin. And its a fresh game with no mods.

Does this happen ONLY when you create a new character?
