What GPU is installed?

Did you try manually downloading the GPU drivers via the manufacturer's website. Reinstall and reconfigure directly.

No third party tools or installers.

Update your post to include full system hardware specs and OS information.

PSU: make, model, wattage, age, condition (original to build, new install, refurbished, used)?

Disk drive(s): make, model, capacity, how full?

One long beep and two short beeps. Graphic card error.

"One long beep followed by two short beeps indicates that there has been some kind of error with the video card. Replacing the video card is usually the most you'll have to do to fix this one".

Try swapping in another known working GPU.

Try the current GPU in another known working computer.

Determine if the problem stays with your computer or follows the GPU.

So the GPU works in other computers but not in your computer.

Do not reinstall the GPU

Could be the motherboard but there is still more to try.

If supported, you may be able to boot using integrated graphics via the motherboard's I/O panel video port.

Connect the display there and boot. Determine if you can get into BIOS.

This motherboard?

https://download.gigabyte.com/FileList/Manual/mb_b450m-ds3h-v2_e.pdf

[Do verify that I found the applicable User Manual.]

Verify that all system components are indeed supported per the User Manual and by checking Gigabytes website. Look for the QVL (Qualified Vendor's List].

Refer to the User Manual to double check all internal connections and configurations. Do the same for all components and the case.

Check connections beginning on physically numbered Page 12.

Make sure that all are fully and firmly in place. No one wants to force a connection so what feels tight may not actually be fully seated.

With power off and system unplugged carefully plug and re-plug internal connections as necessary to ensure that they are fully connected.

Check on board graphics - reference physically numbered Page 10 .

Clear CMOS per physically numbered Page 18.

If there are no apparent errors of omission or commission then return the Motherboard for a replacement.
