Hello,

What is 1% low FPS?
Is it more important than average FPS? If so, why do reviews include only average FPS?

And is there a connection between 1% low FPS and RAM memory?
Should I go with 16gb or 32gb ram for gaming? If I go with 16gb, will that make a difference on 1% low FPS?

A little. Generally in situations where the user is already cpu limited though.
It's a little more significant on AMD's Ryzen cpus due to how the CCX interconnect behaves with faster memory kits.

I think you could do either one. Ram prices aren't as stupid as they used to be. Although, it may take awhile longer for games to saturate 16GBs...

Memory capacity only affects fps when over 80% of it is being used, after which it slows down the system in the same manner as a storage drive.
When capacity isn't an issue, it's the memory frequency and timings that matter, albeit still minor - save for Ryzen, as I mentioned earlier.
