1 of 2 RAM sticks doesn't work

I have a kit of 2 modules(Kingston HyperX blu 1600mhz 2x4gb), where the one of them doesn't work. I've tried to boot with one at a time, but only one of them work. When I put them both in and run CPU-Z, only one of the slots provide information. But when I open the computer properties it shows "8GB installed (4GB usable)". I have another set set of dual channel ram which are 2x2gb, and they work as they should, giving 4 GB. Btw, I have Windows 7 64-bit.

Psu: Corsair CX600
Case: CoolerMaster Centurion 5
Harddrive: Western Digital 500GB
GPU: Sapphire Radeon 6670 1GB GDDR5
CPU: FX-6100 (stock cooling)
Motherboard: Asus M5A78L-M LX V2

I am certain of that I have Windows 7 64-bit, and the problem is that one of the modules doesn't work. When I start my pc with the single module that doesn't work, it doesn't boot. But it boots with the other module.
