I am trying to build a 1080p gaming matching with 12400f, I have 3 choice 1. RTX 3060ti -450 dollar 2. RX 6700 - 320 dollar 3. Rx 6700 xt - 360 dollar

which one should I get?

I would only consider 3060ti if you are heavy into Ray Tracing. Otherwise either AMD card depending on which you can squeeze in budget. Both will do just fine for 1080p gaming, obviously XT being slightly better.

what is ray traycing?? and is it worth 130 ~ 100 dollar? and so which one would you get for 1080p gaming??

Ray tracing is used in (mostly) FPS games to generate realistic shadows and lightning effects. How much is it worth - well if all you play is some sim games it would be nothing (as they don't use it), but if you play a lot of FPS games it might be worth a bit. So as you can see the best card of those depends on what you intend to play, but I guess most would agree 6700XT is most powerful of those three.

A 6600/6650 would do fine for high frame 1080p. Benchmarks seem to show them around 100+ FPS for many titles.

Every brand has better and worse models. In case of mid range cards as 6700XT it does not matter that much, worse models are just louder and hotter (not to the point of losing performance though), that's pretty much whole difference.
