1 Stick of 4gb Ram only works out of 2

I am super new to computers and I do not know what to do.

This is what i have-
system: I run on Windows 7 enterprise 64 bit
Motherboard: MSI A58M-E33 M-ATX Motherboard, FM2+ Socket, AMD A58 Chipset, DDR3 Memory, PCI-E Gen3 (1x16), Gigabit LAN, VGA, HDMI, DirectX 11, RAID Support

APU: AMD A8-5600k APU at 3.60 GHz
Graphics: AMD R9 270x 4GB
Memory: 8 GB of Ram
when I go to system in the control panel my Installed memory (Ram): 8.00 GB (3.95 GB usable)
(side note) In cpu-z my slot #1 doesnt show any info but my slot #2 does show the Ram info
 
Solution
OK. In BIOS increase DRAM Voltage by 0.05 V (but don't increase DRAM voltage if the DRAM voltage will exceed 1.65 V).

If this doesn't help increase VCCNB (or something similar) voltage for the memory controller by 0.05 V also.

Thanks for the memory details.

Confirm that both 4 GB memory modules work ONE at a time in any one slot.

Make sure APU is mounted evenly. Might have to reposition APU cooler to check this.

If still having problems, remove APU and inspect APU and its socket carefully for any missing, bent, or damaged pins/pads. Also there should not be any dust, dirt, debris, nor thermal paste on or amongst the pins/pads.

If still having problems, try the memory in another computer, and/or try some other known compatible memory. Borrow computer and/or memory if necessary.

A couple months ago i tried what you told me (Confirm that both 4 GB memory modules work ONE at a time in any one slot.) and it worked in all slots but altogether it would show as 4gb. when i did it today the 2nd slot would work. But the weird thing is that it recognizes the ram in that slot but doesnt use it. is there a setting that is off?
Ps: i accidently down voted you answer . When i was gonna up vote it

im going to do it but my # of processors is also checked. should i uncheck it

*update* I unchecked the memory but the physical memory still hasnt changed
 
Number of processors box (under msconfig) should normally be unchecked.

OK. Please check the APU and its socket carefully as mentioned previously. If it is certain there is no damage or any other issue with the pins/pads from the APU and its socket, then remount APU carefully and evenly.

Clear CMOS.
