1 year warranty safe?

So, theres a bang for your buck rx 580 8gb with discount. There is only 12 month warranty though and I feel that it is kinda sketchy.

Any thoughts would be appreciated.

If it's a used card, then 1 year is good. If it's new, at new price, no.

Sapphire makes good cards. If you can trust the retailer that is in fact a new card, and the price is meaningfully lower than other cards with longer warranties, I don't see an issue.
