It costs almost nothing to register a company in China. You could put semiconductor in the business license if you intend to sell thumb drives in a mall stall.
 
15% of firms failing over two years seems rather low, actually. I'm sure the figure is way higher in America. No government money to keep dud start-ups on life support.
