Im guessing your talking about your internet connection, if so, if your IP is not static a simple router reboot should renew your IP, if it is static you will need to call your ISP to change it
ipconfig /renew - gets a new address from the DHCP server
though this assumes you are connected to some type of wired / wireless router that is dynamically assigning IP addresses. If your IP address is static things are a little more complicated.
Just out of interest - what issues are you experiencing that make you think an IP address refresh is the solution? Maybe we can help more if we know the exact problem.
10.215.118.131 is a non-routable address, so it can't be the WAN address from the ISP. Releasing and Renewing is likely to end up with the same address.
I guess the first question is why do you want to change it?
