100-200 Kbps internet speed-

The internet on the gaming pc I just finished building is horrendously slow (100-200 Kbps). Meanwhile, I'm getting 3-5 Mbps on my laptop right next to it. Why is my laptop 300 times faster?

Some info:
-Brand new computer
-Windows 8.1
-Belkin F9L1001 802.11b/g/n USB 2.0 Wifi Adaptor (I don't have an ethernet port in my room)

What I've tried:
-Uninstalling AMD Quick Stream. I read that that can be a huge problem, but I couldn't find it anywhere on my computer. Maybe AMD has renamed or removed it due to its bad reputation?
-Updating all drivers
 
Yes, I got the drivers from the support website.
I thought the adapter was the problem but I wasn't sure since its rated for up to 150 Mbps. Will any USB adapter perform equally to my laptop (and if so, what kind?), or will I need a PCI card?
 


A PCI or PCIe wifi card will more likely be more powerful than a USB wifi adapter due to the antennas.
You would easier get 2-3Mbps if you were next to your wifi router with the usb wifi adapter facing towards it.
