I recently upgraded all my pc parts, and I've been having big issues with the temperature.

I have a i7700k with a corsair H60 watercooler and I still reach 100 C when playing csgo.

Is it 'safe' to ignore it and keep playing?

Also what could be a way to fix it? The thermal paste is new, it's the one that came with the cooler.

Idle temp is around 36-40 C

Can I still play cs or would that not be wise?

That temp is very high for stock 7700K.

-I would reapply thermal paste with aftermarket ones. Make sure you clean everything off nice and good with 99% isopropyl alcohol.
-What fans are you using for your cooler? The stock Corsair one? If so make sure the fan speed is high enough.
-Is the pump working? The idle temp is kinda high also.

Check to see if your mother board is defaulting to "Multicore Enhancement" or some other setting which sets the single core Turbo Boost to All Cores. That is an Over-clock and will cause much higher thermals.

Also if you are so inclined you could try a small undervolt. I have had excellent results with thermals with slight undervolting my systems. -.050v - -.120v

My idle tem for a 770K is sitting at 28/30 deg

Actually,
I remember my first water cooler install, I had terrible temps, I actually messed up the mounting and wasn't making proper contact. Not saying that you did, but would explain the terrible results.
