100% cpu and 60% gpu

In GTA 5 my CPU is almost always at 90-100cpu usage while my GPU is only at around 60...does this mean I have a CPU bottleneck?
CPU i5 4460
GPU gtx 960 (4gb)

Running at 1080p at 144hz

What FPS do you get when that happens? GTA V is CPU demanding but it should not bottleneck a 960 paired with an intel quad that much

The i5 should not be bottlenecking the 960 unless its thermal throttling. As mentioned above GTA is very heavy on the CPU and will make it run hot if you do not have an effective cooler. Do you know what temps your CPU reaches in game?

A 100% CPU usage doesn't always mean a "CPU bottleneck".

In certain situation, of you play a CPU intensive game for example: minecraft (without shaders mod), cities skylines, and FSX it uses your CPU more to run all codes and result of less GPU usage due to less texture to render. On the other side if you play GPU intensive game you will get more GPU usage or both GPU and CPU utilization at 100%
