So just recently, I've started to have problem after launching games such as Watch Dogs 2 and Escape From Tarkov, my CPU usage goes to 100% and my computer starts going unbelievably slow before my game even loads up to the main menu. This high usage lasts for usually about 5 minutes then goes back to normal. Even if I restart my computer during this high cpu usage, it persists even after it restarts.

SPECS:
i9-9900k
RTX 2080

Solution
The Antimalware Service Executable pertains to Windows Security, formerly known as Defender. Maybe a full scan just happens/happened to be running during the time you are testing or attempting to play? (my own 7700K only shows 14-18% usage during it's running, however, so, perhaps yours is 'chewing on something' or is glitched, etc...) Try running a full scan via MS Security Center, it should display what has it concerned, if applicable.

Check what is running (using the cpu) during that time?

This is task manager with all the highest cpu usages, the weird thing is is that the high usage persists even after closing the game I opened. The antimalware executable has the highest usage which is really weird because I've used malwarebytes and came up short with no viruses.

Thank you so much, this fixed it. There was an application that was causing Windows Defender to be glitched trying to solve the problem. Uninstalling it fixed the problem.

I have the exact same problem, when I start a game my CPU goes to 100% (not always but very often) and even if I restart my pc, the CPU usage keeps staying at 100% for a few minutes. I tried to run a full scan with windows defender but it said that there were 0 problems.
I noticed that antimalware service executable uses a lot of CPU in the task manager when CPU goes to 100% usage.

I'm having the same problem - the way I fixed it was to throttle CPU usage for Windows Defender with the following instructions:
  1. open windows start menu
  2. search for PowerShell
  3. run PowerShell as an admin
  4. write: Set-MpPreference -ScanAvgCPULoadFactor 15
