100%CPU usage and 30%GPU usage

Hello,long time lurker at tom.I usually just have to google or search tom for any of the pc related issue I have and the solution is usually provided.But this time I am cornered.

I have just build a new PC just a few days ago,(2-3 days) I have noticed my CPU usage is often spiking to 100% usage,with use chrome and a few background app running (steam,discord,etc).I have tried alot of method and been thinking of reformatting.

i5-7600k
Corsair Vengance16gb DDR4
GTX1080
Superflower Leadex 650w
Windows 10 Home

When running games (GTA V+Overwatch) I have 100% CPU usage and only about 0~40% GPU usage for both.Funny thing is for both games my GPU usage jumps up to around 80% during loading/home screen but then drops instantly the games starts/loaded.

Overwatch MAX details 1080p with vsync off and render at 100%.GPU usage drops to below 30 and FPS drops to 70 average the moment those doors in the image open and struggles to get past 90 while others with simillar specs manage to maintain 144fps stable.70fps average on low/high/ultra/epic

For GTA,everything MAX 1080p vsync off 40fps avg with constant dips to 20.

Solution
You have an i5. Overwatch and GTA:V can both use 8 threads if given the chance. The cpu is only capable of 4. Then you are maxing out detail settings, which is chump change for a gtx1080 on 1080p, but that also maxs out all the cpu bound settings too, and that includes things like physX, hairworks, even anti-aliasing and things like viewing distance. You are asking a lot from the cpu and comparatively little from the gpu. Back off some of the more obvious cpu settings and see if that makes a difference.
There's also background stuff going on, especially with a new pc, and mainly its windows using up cpu resources with the inevitable security updates etc that Windows loves to do and not bother asking. With GTA:V often the biggest cpu...

Solution

As stated,I have tried low/high/ultra/epic with an average of 70 fps.Feels like a bottleneck but I dint expect it too be that huge.
 
Ok, try this. Download 2 things to desktop. Driver Deleter from guru3d.com for nvidia and a fresh copy of drivers specific to your gpu.. Run the driver deleter first, it'll take you through safe mode. Then install the new drivers.
Nvidia drivers can sometimes glitch with Windows 10 updates and the file 'prefontcache' gets messed with. 25-50% cpu usage at idle isn't uncommon.
 

Nvm,it seems like you were spot on at the start.After days of constant windows updates and trying various methods,my CPU usage drop to below 50% with chrome and alot of background apps open(discord/steam/cam/skype) while my gpu usage went up 70% while playing overwatch at a solid 144 hertz with everything max,guess it was really the windows update in the background.Thanks for helping !
 


 
i wanted to ask you if you could helpe me out, i have a ryzen 5 1600x and a gtx 1080 , in fortnite and rainbow six siege i play at LOW settings, in siege i only get around 120 fps max when i should be getting way more, and in fortnite i literally only get 75 frames max and my cpu is at 100 %, im just assuming i need a better cpu for my gpu?
