Question 100% cpu usage and low gpu usage

Intel I core 6600 non k 3.30
Msi Gtx 1050 2gb Gaming X
2x8gb ddr4 2400 Ram probably Corsair
750w power supply
60hz dell monitor
SSD:
860 evo 1tb
Sandisk 250gb

I am having a problem that when I cap my fps or leave them to unlimited instead of 60 I get a high cpu usage like 90-100% and Iam having lot of fps drops.

When I put my graphics higher and FPS unlimited the cpu usage is lowering and gpu goes up.

And if i go higher settings and lock the FPS to 60 I get both my cpu and gpu to 60%.

By the way my cpu is not overheating neither my gpu .

Iam really confused I don’t know if this is some kind of bottlenecking, I really don’t know I would love if someone could help me with that.
 
high cpu usage is normal in about any game these days, but alas, it will be eternal for the 4c/4t CPUs...

Your only recourse is to transfer only as much load to the GPU as possible, but, the GTX1050 is, on most games, limited to medium detail/low to medium quality details at best at 1080P on any newer games.

So to transfer my load to my gpu I just go higher settings ?
