100% CPU usage during HDD working.

Hello!
I got a problem with my CPU and HDD. I've discovered while loading to a Company of Heroes 2 matches with my friend.

Here is the laptop i got problems with:

So, the thing is that it competely slows down while loading thing. My firend got and old pc, but he still loaded a lot faster than me.

Are you hosting a match with your friend ? then your running the host and loading your gaming interface, that is a lot for a laptop in my opinion.
instead of HDtune, can you give us Windows Resource Monitor please.

100 CPU usage is not uncommon while running a game, your hdd isn't loaded hard from what I see. if you click in the cpu box, the processor (CPU) column at the top it should tell you what is running your cpu. if not the game, then you could look into ending that part that isn't your game (be mindful what it is it could be a processing of your system so no random end applications here.

you have to look (see graphic below) what usage and what is being used.. it could very well be normal.. In this example I am playing mass effect 2. but PUBG for example will peg the CPU at 100% no problem, and yes it could mean slow response time.
