Question 100% cpu usage i7 10700k !!!

rtx 2070super with i7 10700k 100 cpu usage in cs go and warzone new pc was good for 2 weeks than this happened can u help no thermal issues at all only usage 100% cpu 66 degrees c max and gpu 56 degress c all the time and fps drop after 20 min or so gameplay but no overheating at all from 400fps to 100 or less plz help
in msi after burner when the fps drops all threads 16 threads on 100% but low temps on gpu and cpu

specs are
i7 10700k with air cooler antex a400 rgb keeping stuff coooool
rtx 2070super gaming x trio
z490 msi mpg gaming plus
16gigs 3200 vulcan z
antec 850w high current gamer 80+ gold

Note your clock speeds in HWMonitor, looking for potentially being stuck at 800 MHz...during/ after only certain games...

There is a cluster of issues like this out there right now, but, I am uncertain as to the cause, be it botched chipset/CPU drivers or interaction with specific games after a Windows update.... (Certainly being locked at only 800 MHz or so would give low temps and high CPU usage, and drop FPS into the pits)

i took it back to them they said they ll do a bios update and new windows installation do u think could fix or my cpu is busted lol it 3weeks old pc new ?
