Question 100% CPU usage on boot *not virus*

I bought used motherboard APU, and PSU, while salvaged the rest from old pc, it literally takes about 10-20 minutes to boot into fresh installed windows from a other pc, I check task manager CPU is at 100% at idle. I have tried old fully working cpu same thing, I have tried different ssd's and even hdd, I tried multiple different rams, to me it seems like it's faulty motherboard

Right so I tried different strategy, i tried psu and then cpu on my working pc to see if it would work, it didnt, but now even on completely original parts my old pc is same fate, 80% black scree n with cursor and if it loads windows somehow its by 100 <Mod Edit> cpu usage. Like this <Mod Edit> don't make sense

So something's pegging your web browsers and network stack. If you disconnect from the network, does the high CPU usage go away?

Although it might be worthwhile to update/reinstall your network drivers in the mean time.
