100% CPU Usage on good computer

Hi, I have a custom computer that was working amazingly, I could get 60fps on all games and run multiple applications at the same time, but now I struggle to stay at a constant 30fps and under task manager it says my cpu usage is 100% with only skype and a browser running.

here are some of my computer stats just to say i dont have a crummy computer

GeForce GTX 970
AMD FX-*320 Eight-Core Processor
16GB RAM

I know it isnt supposed to idle at 100%, can someone tell me whats up or even offer a solution? Even using youtube is becoming annoying.

That CPU should never reach 100%, unless you're rendering something.
If it's overclocked, make it stock. That's all I can think of for now.

I also would suspect malware. What happens when you disconnect from the internet?

Ive run malwarebytes before, and the temp on the cpu is 43 degrees celcius, this is weird.

all 8 cores at 100%, 3716.45MHz Each

my computer is watercooled so it never gets very high

when im playing games it gets to like 45 degrees celcius

I don't know if this helps but on Core Temp it randomly dropped to 31 degrees celcius for 1 second and went to 43 degrees celcius, it drops from 3716.45MHz on each core to like 1414MHz on each core.
