Question 100% cpu usage on new pc

I have built a new pc, its my first build, here are the specs:
Operating System
Windows 10 Pro 64-bit
CPU
Intel Core i5 9400f @ 2.90GHz 42 °C
Coffee Lake 14nm Technology
RAM
16.0GB Dual-Channel Unknown @ 1333MHz (18-18-18-44)
Motherboard
ASRock B365M Pro4 (CPUSocket) 35 °C
Graphics
Acer KG241 P (1920x1080@144Hz)
HDTV (1360x768@60Hz)
4095MB NVIDIA GeForce RTX 2060 SUPER (MSI) 45 °C
Storage
931GB Western Digital WDC WD10EZEX-08WN4A0 (SATA ) 28 °C
953GB Patriot P200 1TB (SATA (SSD)) 40 °C

Iam having problems with it, my main issue was bad fps drops but that problem seemed to be my corsair m65 elite mouse ??? as i swapped it out for a cheap one temporararily and now the problem seems to have stopped. However i am still at 100% cpu usage when playing nearly any game from cod to rocket league when my brother has a much older cpu and worse graphics card and doesnt have these problems. Any help would be appreciated and if you have a quation just as.

CPU usage is dependent on many factors. If you are playing on 1080p then you are going to stress your CPU more than your GPU. If your brothers graphics card can’t keep up with the cpu then it’s likely his GPU will operate at 100% and his CPU will be less.
