Question 100% CPU usage out of nowhere

I've been gradually losing my mind fixing this,
i've tried a lot of guide and now im so confused i just reset everything even the hard-disk that wasnt with the windows.

My spec is i5-4460 3.20ghz
G1 sniper b5
GTX 970 nvidia
8gb ram

On idle the CPU is around 40-46, on stress (benchmark) it goes 55+
I used adwmalware and it looks fine, i already reset the windows clean to all drive so should be clean (?)
