Question 100% CPU usage problem

I've had this PC for about three years, it's my first PC so it the most expensive gaming PC ( GTX 1050TI, i5-4460, 8GB RAM) and I've not been gaming for a while, however I reinstalled a game and my PC seems to be idling at 50% CPU usage, even with the game closed... as soon as I launch the game and try to play it's at 100% CPU usage causing the game to lag and stutter.

The FPS isn't a problem, it's normally around 250 which is nice, but with the constant drops and stutters it's just unplayable really.

I don't know much about computers myself so any help / suggestions would be greatly appreciated as I've tried everything online so far... thanks.
