[SOLVED] 100% CPU usage small tasks

I am on a fresh install of windows and the only thing on the computer at the moment is chrome, my old motherboard died so i got a new second hand motherboard as well as a new ssd (the computer also has all my old parts) The install of windows went smoothly, and the only problem is the cpu usage goes crazy, for example i open google chrome and the usage peaks at 80% then slowing goes down, i just installed minecraft to test the CPU usage in something different and its 100% usage, my old build was fine before this.

I have tried googling a fix for 6 hours now and it feels like i have tried everything, what i am thinking at the moment is the motherboard does not support windows 10 and that might be leading to all this bad performance i am not sure though please help

Check the temps, if its getting too hot it will throttle the clock speed right down, and the smallest task can make it hit 100%.
