Question 100% CPU Usage when gaming

Hello, I've been having issues with my CPU lately,

My CPU is an intel core i3-540 (yes, I know it's very old) and whenever I play my games (mainly CSGO) the CPU usage seems to skyrocket to 100% in all 4 threads and it affected my FPS greatly (CSGO from 60FPS to 10-20FPS) I benchmark my other games as well and it's the same problem CPU always goes up to 100% while my GPU (GT 1030) is only at 10-15% usage. I never had this issue before when I built my PC a year ago.

Another note is that the CPU thermal is at 60c at idle and I already checked if there's any demanding programs that runs in the background, there is none.

If you're idling at 60c the. You're definitely overheating while gaming. Csgo will always use all of your cpu and very little GPU as it's toaster graphics and pretty cpu intensive.

Check your cpu temps while playing. I'll guarantee you're overheating and throttling

Thanks for the reply! I will check the temps later because I'm kinda busy right now, if it's over heating and throttling, what should I do to stop it?
 
Seems something is obviously running in the background at all times. You shouldn't be running 20% at idle. I'd scan for malware and see what task manager is showing to be using the cpu. That explains why there's such a small gap between idle and load, you're never at idle

I finally ran a malware scan, 6 threats has been detected, quarantined, and deleted. I restarted the PC and it seems the issue is still there, 100% CPU 2 and CPU 4 usage and I doubt it has any changes in gaming. Any other solution?
 
What does task manager say is using the cpu?

Sorry for the late reply, well in the task manager, CPU usage is 20 but when gaming all CPUs jumps to 100.

Also side note, I benchmark my games again and the CPU went normal in CSGO for a full match and the FPS increased (although still a bit jumpy sometimes). A few minutes have past and reopened the game, I notice the CPU jumps to 100 again when gaming and by the time I am writing this, CPU 2 and CPU 4 is not on 100% and is running normally along with CPU 1 and 3 idle (well "normal" but the usage is still 20% on idle).
