100% Cpu Usage when loading Games

I Have an i5 3470 . Im monitoring it with HW Monitor and Msi Afterburner. It gets a 100% Load when a specific game is loading. But when in game temps are fine 60 -70 c. Would this damage my cpu?

i5 3470 @ 3.6ghz
stock cooler
asus ph61-m lx r2.0
8 gb ddr3 1600 mhz
GTX 1050 ti 4 GB

Update.
When Dark souls 3 is loading it gets 100%load and temps reached to 90-100c. But when in game temps return back to 50-70c. Watch Dogs 2 Cpu Load is at 80% temps reached 80-100c.
 
Solution
The Gammaxx 400 is better than the 212x.

The case is not an issue, but you should have at least 2 fans circulating air through your case. One pulling air in and the other exhausting air out.

Those temps are NOT unsafe. Your CPU will not get damaged, it can actually operate under those temps 24/7. If your temps reach 80c+ consistently then you can start getting concerned. I have exactly the same CPU and it can hit 100% with some games for short periods of time.

However, if you want lower temps a better cooler will bring your temps down. I am using a Arctic Cooler 13 and never seeing temps above 50c, it is actually mostly under 40c. And I have my CPU overclocked to 3.8Ghz.

67.4°C is the case temp for his CPU.
Higher probably will damage the CPU otherwise they would not put that there

Um forget to tell you this, i already cleaned the thermal paste and reapplied, reseat the stock cooler 100 times. But when loading a specific game dark souls 3 for example when it comes to loading loads goes at 100% and temps reached up to 100c. But when in game in returns back to normal 40-69c. Just tried Watch Dogs 2 dang cpu load is at 80% in game and temps is about 90c.

100 degrees is very bad no matter how you put it.
Is there any air vents in your PC case?
if there isn't you may want to leave the side panel off so your CPU cooler can get fresh air

Both side panels are already off. I just dont get sudden temp spike and cpu load.

Intel CPU's are designed to operate up to 90c. Here is an answer on Intel's forum regarding the exact CPU.

You will find threads on Tom's with the same question and 90c is regarded as the maximum for a CPU that is under load.

However, looking at his UPDATED info that mentions 90-100c I would agree he needs to replace his cooler ASAP with a better cooler. Those are not good temps.

Reseated the cpu cooler results seems to be ok(but not) when on 100%load temps go up 80-90c now. Will a hyper 212x do the trick?(It seems that arctic cooler 13 doesn't exist here in the philippines

My case is Bitfenix Shadow V2. Gammaxx 400 is also avaiable in our country.
