Hi all,

Before I start I will list my specs as I'm sure that is important.

Evga GTX 1060 SSC 3GB

Intel i3-8100 CPU

Msi B360M Motherboard

8GB Patriot Red Ram

256 GB SSD

NZXT H500 Case

Corsair CX450 PSU

Anyway, I recently built this PC a couple weeks ago. It was working great and was getting over 120 fps in overwatch at 1080 and ultra graphics. Fortnite played at like 120-140 fps on mostly epic with some settings on low and off. Destiny 2 played at close to 110-120 with the best settings. Sadly this week I have seen a decrease in fps and a scary increase in stutter. Fortnite is almost unbearable now as I seem to stutter and teleport around almost whenever I play. I have tried many solutions for this which I will list below. Before I get to the things I have done I will talk about the cpu usage. Task manager says that my cpu usage is at or close to 100% almost every time I play or open any demanding game. Even when I'm not in a game it is usually at like 60%, sometimes on chrome or idle it is above 70%. The applications that are using the most usage are of-course the game I am playing and a bunch of diffrent applications such as discord or chrome. I have found the closing all applications other then the game I am played will result in almost no stutter.

Things I have tried:

Deleting or disabling a lot of unnecessary applications or programs.
Uninstalling a lot of my applications that I ut-mostly don't need.
Disabling almost everything on startup.
Going into system panel and disabling a-lot that is running.
Changing Nvida settings: Pre-rendered frames, Physx Sound to GPU.
Prioritizing applications/programs to use GPU

Things I think may be causing it:

CCleaner?
Avast Software?
Some kind of malware?

If you have any questions I am happy to answer as I look for a answer. Some extreme solutions that I am considering is doing a fresh start or reset on windows 10. Anyway thank you for reading and I wish you a good day.

Solution
Control panel -> programs -> view installed updates.

Remove any that were applied recently when you started to experience the CPU usage issue and see if it improves things.

As much of a mess as Microsoft updates have been recently, I wouldn't doubt it at all. There's so much background crap that runs in Windows 10 that it even makes my i7 feel taxed at times.

Thank you for the quick reply. I believe that on idle and windows desktop it is around 35-55. And then In game it goes up to maybe 60-75. But I am not 100% sure I will have to check that tomorrow.

Make sure that the system is up to date and there’s no any background tasks connected with windows update. Most of the time this is the thing which causing the problem. You can also try to temporally disable Windows Update tasks while gaming to prevent tearing and frame drop issues and you can turn all those settings back on after then. Try it and let us know.

I am positive I have updated windows to the most recent version. Still has high usage.

I have disabled a lot of the background services going on such as windows update etc. Still no difference.

UPDATE:

I have updated windows 10 to the most updated version... no luck. I have reset my pc, disabled/dinstalled many useless applications (candy crush saga etc.) yet cpu usage is almost always around 85-100% while playing fortnite, overwatch, and destiny 2.

I have the same spec PC and I am having the same issues as you. Used to be able to play with good fps, watch twitch and chat on discord with no noticeable slowdowns. Now gaming only with nothing else open I hit 100% CPU and get lag spikes all the time. This is sad I really hope its a simple patch from Microsoft.
