So as you see problem occurs only some times. Chrome is currently eating up huge disk space. What to do? Please guide me here.

Solution
This has become the norm when the OS resides on a spinning drive. Microsoft has made changes under the hood over the last couple of years to optimize for SSD at the detriment to those still on spinning disks. There's nothing you can do about it short of replacing that spinner with an equivalent (or larger) size SSD.

Is 256 GB SSD fine if I use hard disk as well? I can't afford 512 GB ssd...

don't let Chrome reopen sites on startup ?
also preallocate a fixed size pagefile (e.g. don't let Windows manage it) so your system is not dynamically allocating addt'l virtual memory (slowing the system and fragmenting disk).
