[SOLVED] 100% disk usage on brand new hard drive.

I just put together my computer and I have a secondary 2TB hard drive to use so I don't fill up my SSD and I am getting 100% usage on that hard drive whenever it is in use and I'm not sure why. If anyone knows how to fix this issue that would be great.

Right now I'm doing nothing with it I have chrome open and task manager and it is running at 100

And in the Process tab in Task Manager, you can select the Disk column and sort.
See what is using it.

It says steam client bootstrapper is using about 4 Mb/s and thats whats using the most

Steam is doing something in the background.
Updating some game files, updating itself...

It is actually updating something I just checked but would that be enough to put the drive at 100% the whole time?
