100% disk usage on Tom Clancy's Rainbow Six: Siege

Ok so what is happening is when I play the game I can barley pick a operator because it is so laggy I opend task manager and disk was the only thing at 100%.HD Tune Pro runs the disk at around 185 to 200 mb/s at 100% but the game runs it at around 70 mb/s and it is around 100%. Does anybody know why this is hapening? Thanks in advanced
